Can a financial institution require a declaration of inheritance?

Yes. 

Banks, credit unions, insurance companies, and several government agencies may require a declaration of inheritance to confirm the identity of the heirs and verify who has been appointed as the estate administrator, that is, the person authorized to act on behalf of the estate. 

This requirement allows them to ensure that the steps taken to close accounts,  insurance claims, fund transfers, or administrative requests, are carried out by the legally authorized individuals.
