According to the Canada Shipping Act, 2001, a "qualified person" is an owner who must meet one of the following conditions: be a Canadian citizen or permanent resident within the meaning of the Immigration and Refugee Protection Act; or be a legal person incorporated under the laws of Canada or of one of the Canadian Provinces.
