In what register the ship mortgage must be published?

The Canada Shipping Act, 2001 creates a special regime for security and publishing of the vessels concerned by this Act and, therefore, we must necessarily conclude that it is impossible to mortgage a vessel recorded or registered by virtue of this Act according to the rules of the Civil Code of Quebec and to publish a marine mortgage in the RDPRM.
