The owner of a pleasure craft who is a qualified person, has a choice whether or not to register his pleasure craft.
The pleasure craft that is used for recreational purposes only, that is not carrying passengers and that is powered by an engine of 10 horsepower (7.5 kW) or more, must necessarily be subject to a pleasure craft licence which is issued free of charge pursuant to the Small Vessel Regulations, unless the pleasure craft is registered in the Canadian Register of Vessels.
Indeed, if the owner chooses not to register his pleasure craft in the Canadian Register of Vessels, the latter cannot, however, use it or allow it to be used unless a licence has been issued to him with regard to such pleasure craft if it is mainly maintained or used in Canada and if it is equipped, even temporarily, with one or more engines of which the total power is at least 7.5 kW.
